A Texas plate will not tell you who owns the car.

The federal Driver’s Privacy Protection Act restricts access to the personal information in state motor vehicle records. Orto does not return an owner’s name, address or phone number, in Texas or anywhere else, and any service promising otherwise is worth treating with suspicion.

Where do Texas vehicle history records come from?
